Residential Utility FAQs

What is a Residential Utility Invoice?
The Residential Utility Invoice is a bill issued by the City of Revelstoke for the annual utility services for residents from January 1 to December 31 in the year of invoicing. The invoice will cover city services which include water, sewer, and garbage service if applicable to your property.

Why did the City make this change to residential utility invoicing?
Council would like the community to have better clarity of how much they are paying for in utilities versus property taxes. Although utilities are outlined in their own section on the property tax notice, there has been confusion about what has caused a property’s entire bill to increase. It is common practice for municipalities to bill for utilities separately from property taxes. Currently, commercial properties in Revelstoke are being invoiced separately and this change will only impact residential utility users.

When will I receive a Residential Utility Invoice?
Residential Utility Invoices will be processed and mailed out at the end of March each year.

When is the Residential Utility Invoice due?
The Residential Utility Invoice will be due on the last day of April each year.

How do I make payment on my Residential Utility invoice?
Payments can be made in person at City Hall, by mail, through online banking or by way of the Residential Utility Installment Plan; cheque, cash, or debit card are accepted forms of payment. Credit card payments are not accepted for property tax or utility payments except through OptionPay.

What happens if I miss the due date for the Residential Utility invoice?
If you do not make full payment on your Residential Utility invoice by the last day of April, a 10% penalty will automatically apply to the balance outstanding on May 1. If there are Residential Utility amounts outstanding on December 31 the balance plus any penalties will be added to the associated property tax account.

I was previously paying my property tax notice (which included residential utilities) with the City installment plan – is there an installment plan for residential utilities?
Yes, there is an installment plan for residential utilities – if you were on the Property Tax Installment Plan in December 2023 or had provided an application to join the plan in 2023 for 2024 – we have automatically added you to the residential utility installment plan. A communication letter was mailed out on January 11, 2024, to inform residents of this change.

How do I join the Residential Utility Installment Plan?
If you wish to join the residential utility installment plan and/or property tax installment plan, please fill out the form (https://revelstoke.ca/DocumentCenter/View/37) or drop by City Hall to obtain a form – a void cheque/bank information is required to process this request. Installment plans for both property tax and residential utilities are withdrawn on the 21st of the month. If joining after January, you must catch up on instalment payments that would have been received up to the first installment for new enrollments. You can join the plan(s) for the current year up to April 30.
