Public Hearing Process
Due to the COVID-19 pandemic and the City's desire to keep our community safe, we will be soliciting comments for Public Hearings from the public that feel their interest in property is affected by an application in three ways – through written submissions, by telephone or in person. To watch the Public Hearing, please view the live stream on the City’s website.
Safeguarding public health is our top priority. The City encourages participation through written submissions and telephone to reduce risk of COVID-19 transmission.

How to participate in writing:
- Submit comments by mail or drop off in-person during office hours: 8:30 am - 4:30 pm Monday to Friday (excluding statutory holidays):

- Written submissions will be accepted until 12:00 pm (noon) the day of the Public Hearing.
- Written submissions will be added to the Council agenda package for public viewing.
- No letter, report or representation from the public will be received by Council after the conclusion of the Public Hearing. Please note that all submissions must include a name and address and will form part of the public record.
Further Information:
The bylaw and all supporting information including public comment, and public engagement results prior to notification, will be available for public inspection up to and including the day of the Public Hearing in the Development Services Department at City Hall.
How to participate virtually or via telephone:
- After the Public Hearing has been set, individuals choosing to participate virtually or via telephone will be required to register. Once a Public Hearing has been scheduled, you can register HERE for virtual participation and have your name added to the Speakers List.
- Please follow the participation procedures outlined by staff in the confirmation email.
- You will be muted upon entry. A staff member will ask for your name and the street you live on.
- There will be a wait time - you may hear others joining the Public Hearing.
- When the Mayor asks the public for the first time if anyone would like to speak to the bylaw, you will be unmuted. Please provide Council with your name and the street you live on.
- All speakers are asked to try to restrict their comments to three minutes.
- After you speak, you may leave the meeting or remain online and continue to listen to the Public Hearing. The Mayor will ask the public for a second and third time if anyone would like to speak to the bylaw. You will be unmuted and asked if you have additional comments.
- No letter, report or representation from the public will be received by Council after the conclusion of the Public Hearing. Please note that your name and address and will form part of the public record.

As a result of health precautions due to COVID-19, the City will continue to monitor directives provided by the Provincial and Regional Health Authorities. All Council meetings, whether in-person or electronic, are available for viewing on-line through the City’s livestream portal or the City of Revelstoke YouTube Channel.
Any person whose interest in property may be affected by the proposed bylaw amendment may participate in-person the day of the Public Hearing.
How to participate in-person:
- After the Public Hearing has been set, individuals choosing to ATTEND in person will be required to add their names to the Speakers List. To have your name added to the In Person Speakers List, please email publichearings@revelstoke.ca. A staff person will send a follow up email with information and provide a list of specific safety protocols to be followed.
Give your full name and address; Add Public Hearing Speakers List Request to the subject line. - On the day of the Public Hearing, please complete the online COVID Self Assessment Tool. If you are sick or have been in contact with anyone that has symptoms, please stay home.
Those who screen positive should follow up with their family doctor. Those who screen negative will line up outside the Revelstoke Community Centre located at 600 Campbell Avenue (at the main entrance by the library). - Staff will guide you into the Community Centre.
- You will be asked for a telephone number to establish a method for contact tracing should it be required in the future.
- A staff person will guide you upon entry and provide you with a participant number. Please maintain physical distancing of at least 6-feet at all times. Hand sanitizer will be available at multiple locations.
- Please follow the directional signage and floor markings to the MP Rooms where the Public Hearing will take place.
- A maximum of 50% capacity can attend the Public Hearing in the Community Centre (including Council, staff and applicant). Please stand on an X marked on the floor.
- The Public Hearing will begin at the time posted on the notification and newspaper advertisement with an introduction.
- When the Mayor asks the public for the first time if anyone would like to speak to the bylaw, the person with participant number 1 will approach the podium to speak first.
- Please provide Council with your name and the street you live on. All speakers are asked to restrict their comments to three minutes.
- After you speak, you may return to your original seat.
- During each time slot required for the Public Hearing, the Mayor will ask the public a second and third time if anyone would like to speak to the bylaw. The Public Hearing will continue until all listed on the Speakers List, have had a chance to be heard.
- No letter, report or representation from the public will be received by Council after the conclusion of the Public Hearing. Please note that your name and address will form part of the public record.
